We are fortunate to have Scotney Williams on our team as our legal counsel. Scotney runs regular in house training seminars and is on call for day to day situations as they arise. Scotney Williams is one of the few people in the country with a deep understanding of the intricacies of the Residential Tenancies Act 1986, the Residential Tenancies Amendment Act 1996, the Residential Tenancies Rules and Regulations. He has studied the many sections of the Act and is currently used as an advisor on Tenancy and property management issues. After completing his law degree, Scotney practiced law in Auckland for several years with local law firms. In 1975 he took an appointment with the Hong Kong Government, in the Legal Aid Department, to gain overseas experience. He returned to New Zealand in 1981 where he recommenced general practice. In 1986 he was one of the first managers appointed to establish and run the then new Tenancy Bond division of the Housing Corporation of New Zealand. During the seven years he was employed in this capacity, he gained extensive experience in Landlord and Tenant issues. He appeared in the Tenancy Tribunal as an advocate on numerous occasions. During this period, he was also appointed the leader of a working party to formulate and evaluate recommendations for amendments to the Residential Tenancies Act 1986. He has written and published the Tenancy Practice Manual, a handbook of great practical assistance to landlords and property managers. It includes specimen Tenancy Tribunal applications, as well as concise chapters covering a wide variety of issues, specific to this topic. He released his second manual entitled Enforcing Your Judgment or Money Order in 1994. This is a second handbook written exclusively for laypersons who have been successful in obtaining a Judgment or Money order, but who remain unpaid and now wish to convert the order into money. This manual also provides specimen forms for each method of enforcement so that creditors can easily use the correct forms. In 1993 Scotney commenced practice in his own consultancy, providing expert advice and assistance on residential tenancy issues. He also runs seminars and training sessions on the Residential Tenancies Act 1986, and its application to property management issues. The seminars also cover the impact of the Privacy Act 1993, the Human Rights Act 1993 on property management.
